Ownership as a foreigner has opened materially: as of mid-2026, a new framework permits foreign ownership in designated zones of Riyadh and other cities, alongside the established premium-residency route. The rules are new, zone-specific and moving. Transaction mechanics to plan for: a real estate transaction tax on sales (5% at the time of writing), brokerage commission by agreement, and a sequence of offer, contract and transfer that a licensed broker runs. Financing exists for residents through Saudi banks, with criteria that vary by bank and status. What it costs
